Economic Development

  • Led push for the creation of an economic development department, which now has 5 staff.
  • Leader in creation of economic development policy put in place which outlines all of the incentives and programs we have to bring companies to El Paso, create jobs and stimulate our economy.
  • Formed policy for creation of investment zones in which infill incentives are provided. I made sure 3 of those zones are within Precinct 2. The Northeast, Downtown and the Alameda corridor near Ascarate Park.
  • Heavily pushed changes to the tax rebates we give to companies and projects, making sure we are robustly participating in bringing companies to El Paso and retaining those that are already here, but at the same time making sure not to give away the farm while doing so.
  • Created policy that requires that companies address the gender wage gap and have internal policies that ensure women are paid just as well as men are.
  • Strongest advocate for providing county funds to Project Arriba, an organization that takes underprivileged people in the unincorporated areas and makes them healthcare professionals by helping to pay for their tuition, child care and other necessities while they study.
  • Led work on historic preservation/heritage tourism through creation of historic architectural survey of Downtown, Segundo Barrio and Chihuahuita.
  • Pushed for project to help pay for a study of the Hart’s Mill and Oñate crossing area, as well as working on a county wide historic asset master plan which will include our Mission Trail and other properties.
  • Strong leadership in Downtown revitalization and forming policies to incentivize projects that restore historical assets and that will breathe new life into downtown.
  • Elected as chair of the Downtown Tax Increment Reinvestment Zone, which is the entity that decides how we spend the incremental tax revenue created within that area.
  • Pushed TIRZ #5 to create a strategic plan to make sure we are using those dollars in the best way possible.
